Tier 1: Item has a guaranteed roll of attribute X that can normally roll on the item
Example: Nailbiter (1H mace) appears to always roll thorns damage in a normal 500-2000 range.
Tier 2: Item has a guaranteed roll of attribute X that can normally roll on the item, but it rolls higher than normal
Example: Stolen Ring (ring) always rolls 25%+ gold find, which is higher than the normal rolls for rare rings.
Tier 3: Item has a guaranteed roll of attribute X that cannot normally roll on the item
Example: The Zweihander (2H sword) rolls critical hit chance.
Now that I've defined the tiers, here are my thoughts:
- Without a "legendary" effect, the normal attributes of the legendary have to really make it stand out.
- All Tier 1 items need to be upgraded to Tier 2.
- Tier 3 is preferable in most cases, but should also roll higher like Tier 2.
- Often these legendaries are ruined by laughably low roll values (2% critical hit chance is a joke).
As an example, I think the best no-effect legendary I've found has been the Justice Lantern (ring). It rolls 13% block (not possible on rings normally) and 35%-50% reduced CC duration. This is a combination of an off-item stat (block) and a much higher than normal roll for a normal stat (CC duration).
